Gov. Landry Announces Unprecedented Partnerships to Revitalize Metro New Orleans for Improved Quality of Life and Special Events—Including Super Bowl LIX

New Orleans, La—After a series of meetings dating back to the transition, Gov. Jeff Landry has formed historical partnerships between the State of Louisiana and the City of New Orleans to revitalize the infrastructure of Metro New Orleans. In order to undertake this project, Gov. Landry has directed the Department of Transportation and Development (DOTD), the Division of Administration (DOA) and Louisiana Economic Development (LED) to work closely with Mayor Cantrell, CAO Gilbert Montero, the New Orleans Department of Public Works and associated city agencies, SWBNO, LSED, ASM, Downtown Development District, New Orleans Convention Center, French Quarter Management District, Jefferson Parish, Office of the Lt. Gov. and others.

“New Orleans is a first-class city, and we need to ensure that we are putting our best infrastructure and economic development foot forward as we welcome thousands of visitors for Super Bowl LIX. The story of New Orleans is the story of Louisiana, and the Super Bowl creates a catalyst for great things to happen,” said Governor Jeff Landry. “The world will be watching us, and we must take advantage of that spotlight. I appreciate everyone who has worked hard to make these partnerships possible, and I look forward to the economic development they will bring not just to the City of New Orleans, but to the entire State of Louisiana. It’s time the world truly sees everything that makes Louisiana great!”

Leadership:

“Super Bowl LIX will be the most-watched event in America for the year, and one of the most-viewed in the world – so it is an unparalleled opportunity, as well as responsibility,” said Michael Hecht, President & CEO of GNO, Inc.  “Critical infrastructure improvements and compelling economic development programs will show a New Orleans and Louisiana that are world-class, one-of-a kind , and powerfully attractive to both visitors and businesses.  Moreover, the Super Bowl gives us the chance for beautification, repair, and building that will benefit residents for years to come.”

"The New Orleans Super Bowl LIX Host Committee, led by the New Orleans Saints and Greater New Orleans Sports Foundation, and Chaired by Entergy's Marcus Brown, are deeply appreciative of Governor Landry’s support, and providing his office’s direct involvement in ensuring that the needed infrastructure improvements and the State’s economic development efforts are successful," said Greater New Orleans Sports Foundation CEO Jay Cicero. "The Governor is ‘all in’ and his senior staff has been working for months with the Host Committee on the planning and implementation needed to take the best advantage of the unprecedented opportunity that the Super Bowl presents. We welcome the Governor’s appointment of Michael Hecht as the State’s coordinator of the State’s economic development and infrastructure efforts for the Super Bowl."

Economic Development:

LED will work in close partnership with GNO, Inc., and other economic development stakeholders around the state to create a Super Bowl business networking hub that features an interactive showcase of Louisiana’s economic assets, opportunities, diversity and growth trajectory. The on-site experience will be accompanied by an aggressive strategic messaging and marketing campaign that targets business influencers and national media.

“The eyes of the business world will be on Louisiana during Super Bowl week, and we will capitalize on that international spotlight to amplify Louisiana’s vision for economic development, competitive advantages for investment, and commitment to innovation and growth,” said Louisiana Economic Development Secretary Susan B. Bourgeois. “The Super Bowl is all about winning, and we will make sure corporate America leaves New Orleans with the lasting impression that this governor is Positioning Louisiana to Win.”

City/State Infrastructure Projects:

“Starting with the NFL Hand-Off event with Commissioner Goodell, the City of New Orleans appreciates the Leadership of Governor Jeff Landry, Saints Owner Gayle Benson and the full Louisiana Super Bowl support team,” said Mayor LaToya Cantrell. “We look forward to continuing our unified partnership to achieve the “greater good” championship approach that will represent the State of Louisiana and City of New Orleans to score a winning gameplan for Super Bowl LIX.”

"DOTD is committed to upgrading and enhancing New Orleans's infrastructure through a strong collaborative effort with Governor Landry and supporting agencies,” said DOTD Secretary Joe Donahue. “As the world's spotlight hits Louisiana, we will be proud to showcase the results of this significant partnership. DOTD has a strong team that is energized and ready to work alongside the city of New Orleans and the surrounding parishes to show the NFL and the world that Louisiana is an ideal place for the Super Bowl and other world-class events.”

Specific projects include:

  1. The relighting of the Crescent City Connection(CCC). The CCC’s decorative lighting system was destroyed by Hurricane Ida which created a safety hazard for both shipping and motorists. DOTD’s electrical contractor has already begun the relighting process by removing the existing system and will replace it with a modern LED type presentation. Traffic delays are anticipated as a result of this work, but the planned lane closures will conclude by the end of August of this year.

  2. The refurbishment/improvement of highway lighting from the Louis Armstrong New Orleans International Airport to the CCC. Jefferson Parish, the City of New Orleans and DOTD have embarked on a comprehensive effort to restore or replace Interstate highway lighting from the airport to the CCC, as well as on key sections of Interstate 10 stretches from the Twin Spans to the downtown New Orleans area.

  3. Verizon, AT&T, and Cox (working collaboratively with Entergy) are undertaking significant improvements to bring 5G wireless and data to the entire downtown New Orleans area. As is the case with many of these improvements, these will remain in place long after the Super Bowl; thus enhancing quality of life across the metro area.

  4. The DOTD is currently overseeing a project to repair structural issues at the Senator Ted Hickey Bridge, which is located adjacent to the Lakefront Airport near Hayne Blvd.  The repairs are anticipated to be completed by September of this year, weather permitting.  The repairs are needed after the bridge was recently struck by a marine vessel.

  5. Poydras (Convention Center Blvd - S Claiborne), Poydras (S Galvez to S Claiborne), N. Maestri Place (St Charles Ave to Camp Street), S. Maestri Place (St Charles Ave to Camp Street), Chartres Street (Canal Street to Esplanade Ave), Frenchman Street (Esplanade Ave to Royal Street) and Dumaine Street have been identified as needing substantial repairs and improvements. This work has commenced or will commence soon.

  6. All catch basin and culvert clearing  in the downtown area will be addressed by both DOTD and the Sewage and Water Board New Orleans.  Sub-surface water leaks will be repaired by S&WB of New Orleans.

  7. Elevated Interstate barriers walls and substructure bridge piers in the Downtown area will be power washed. Roads and bridges in the area will continue to be swept for litter and other large debris within and adjacent to the highway right-of-way.

  8. The Department of Health, Louisiana Department of Fish and Wildlife and City of New Orleans Health staff will be conducting sweeps to ensure food safety and to remove ‘pop up bars’ and unlicensed food service operators. The agents will continue to confiscate and remove unpermitted animals out of the French Quarter.

  9. A comprehensive cleaning/power washing throughout the downtown area-roads, bridges, facades, sidewalks etc.

A weekly status meeting with all city and state stakeholders has been established to drive and coordinate Super Bowl efforts.

Historic Louisiana Gator Scholarship Bill Heads to Governor’s Desk

Baton Rouge, LA- Today, Senate Bill 313 which creates the Louisiana Giving All True Opportunity to Rise (LA GATOR) program passed the legislature and now heads to Governor Landry’s desk. It begins the phase-in of Education Scholarship Accounts (ESAs) for K-12 schools by the year 2025. ESAs empower parents and students across our state to choose a learning environment that best fits their family’s needs and aligns with their values.

“I made a pledge to enact bold change that improves our education system. Today, with the legislature’s help, we did just that. The LA Gator Program puts parents in the driver’s seat and gives every child the opportunity for a great education. When parents are committed to the value of their child’s education, government should never get in the way,” said Governor Jeff Landry. “Thank you to Senator Rick Edmonds and Representative Julie Emerson for your hard work and perseverance in passing this historic legislation. School choice is now a reality in the state of Louisiana!”

“Very few things equal the lightbulb coming on in the eyes of a child, or the smile of a parent over the success of their children. The Gator Scholarship Program checks both boxes,” said Senator Rick Edmonds.

“This bill will give parents even more freedom in how their children are educated. Each child is unique and learns differently, and our LA GATOR scholarship will allow the money to truly follow the students to the educational environments that best fit their needs. It’s a great day for parental rights and freedom in Louisiana,” said Representative Julie Emerson.

Modernization of CPRA and DENR Receives Strong Support

Baton Rouge, LA- Louisiana Governor Jeff Landry today applauded Representative Bret Geymann and others for their role in developing legislation to modernize the Department of Energy and Natural Resources (DENR) to provide for better management of the State's natural resources, in addition to offering positive changes to the make-up of the Coastal Restoration and Protection Authority Board (CPRA).

Since taking office, Governor Landry has prioritized the need to reform State government to become better at addressing the needs of Louisiana and its people by focusing on ways to streamline processes to promote responsive governance while providing significant returns to the taxpayers and the industries that call Louisiana home. In doing so, Governor Landry continues to work with DENR to identify areas where integrating best practices throughout the administration can lead to meaningful change.

After extensive discussions with DENR, Representative Geymann introduced HB 806 and HB 810 last week to begin that process. The two bills introduced by Representative Geymann will update DENR's statutory language to reflect the needs of Louisiana's growing energy industry and ensure that Louisiana maintains its role as a national leader in energy production. The bills also provide for further growth within DENR by statutorily creating or integrating the following offices under DENR:

  • The Natural Resources Trust Authority (NRTA) will seek to reverse the decline in oil and gas production by establishing a finance arm for the State Mineral and Energy Board that will develop, in partnership with the Louisiana Department of Treasury and State Bond Commission, a strategic plan to identify financial challenges facing the energy industry and natural resources-related projects. The NRTA would provide guidance and oversight for managing operators in the natural resources/energy industry in creating financial instruments that provide appropriate funding for plugging and abandonment obligations for operators who are orphaned. At the same time, it would oversee funding methods for natural resources-related projects, such as those carried out by CPRA, and public-private projects in the inter-related natural resources/energy/water management spaces.

  • The Office of Enforcement will handle all regulatory enforcement activities related to energy development and production, consolidating what have previously been separate efforts by various divisions within the agency. By centralizing this activity within DENR, in addition to functions such as permit review, rulemaking, and record-keeping, the enforcement function can be better focused while working closely with the regulatory/compliance side to ensure that enforcement practices remain consistent with statutory law and any regulations developed within the Secretary's office.

  • The Office of Energy will provide a path forward with permitting and developing multiple energy sources. It is vital to ensure that the current functions of the State Energy Office remain closely aligned with DENR to support any activities related to deploying new technologies and practices to help the State manage the expansion of its energy portfolio.

  • The Office of Land and Water will ensure that any activities carried out related to water management are done so in a manner that recognizes the relationship between different watersheds and aquifers and encompasses the needs of all communities and stakeholders, from residential use to commercial to industrial.

  • The Office of the Oil Spill Coordinator (LOSCO) will become a part of DENR and preserve all statutory functions to ensure continuity of its function. LOSCO will maintain its role as a lead agency for the State in responding to oil spills while also providing LOSCO with representation within an agency that has a natural connection to its core function.

Following the release of HB 806 and HB 810, Governor Jeff Landry issued the following statement highlighting the incredible support these two bills have from the energy, environment, coastal, and legislative communities.

“These bills signal a new day for Louisiana—one where government is better aligned and works more efficiently and effectively for the people of Louisiana. Our oil and gas industry and our beautiful coast are what defines Louisiana, and it is important we prioritize both. These two bills will ensure both CPRA and LDENR work hand-in-hand to ultimately pave the way for a brighter future for Louisiana,” said Governor Jeff Landry.

"I am resolutely committed to advancing House Bill 806 and House Bill 810, recognizing their critical roles in addressing today’s multifaceted challenges, along with those to come, including orphaned oil and gas wells and the imperative need for recurring funding for coastal restoration projects. These bills represent a holistic approach to modernizing our department, enabling us to tackle pressing issues into the future. HB 806, through its restructuring of the Coastal Protection and Restoration Authority Board, strengthens our state's capacity to oversee and implement vital coastal protection and restoration initiatives, ensuring efficient and effective management of our coastal resources. Meanwhile, HB 810 not only promotes responsible energy production but also ensures recurring funding mechanisms for vital coastal restoration efforts, essential for protecting our state's invaluable coastal ecosystems. As we navigate impending fiscal challenges, it's imperative that we prioritize sustainable energy development and environmental conservation. These bills provide a strategic framework to address these priorities comprehensively, securing a resilient and prosperous future for Louisiana,” said LDNR Secretary Tyler Gray.

“Protecting and restoring Louisiana’s coast is top priority of this administration, and we must innovate and enhance our efforts,” said Chairman Gordon E. Dove. “CPRA is committed to the shared mission of efficiently implementing projects that preserve the rich history, vibrant culture, resilient people, and vital industries that makeup Louisiana. We look forward to continued collaboration with Governor Landry and our partner agencies.”

“Bold and swift action is paramount to addressing Louisiana’s rapidly deteriorating coast,” said CPRA Executive Director Glenn Ledet, Jr. “We are eager to work toward solutions that streamline processes and drive progress, securing the future of our coastal state and the people who live, work, and recreate here.”

“I am encouraged by the introduction of these bills, which signifies a significant stride towards modernizing the Louisiana Department of Energy and Natural Resources. This legislation not only underscores our commitment to fostering responsible production of energy resources but also addresses the need for streamlining regulations, compliance, and permitting and modernize our office to the evolving energy landscape. By embracing innovation and efficiency, HB 810 will enable our department to effectively navigate the complexities of modern energy development while ensuring regulatory compliance and environmental stewardship. I am confident that this bill will propel our department into the future, facilitating economic growth in the energy sector,” said Commissioner of Conservation Ben Bienvenu.

“This alignment will enhance our government’s efficiency and will integrate government functions to better capitalize on opportunities. We are excited to be a part of this effort,” said Taylor Barras Commissioner of Administration.

“I am happy to see our government working together to better align and coordinate these agencies. I look forward to the continued collaboration between our agency and the Governor’s office to ensure Louisiana has a bright future,” said Colonel Robert P. Hodges.

“We are looking forward to coordinating with DENR on energy related land and water bottom matters,” said Cheston S. Hill Public Lands Administrator.
"As Louisiana Speaker of the House, I recognize our state's deep-rooted connection to the Mississippi River and the pivotal role of the energy industry in shaping our identity. I am eager to witness a new era of innovation and progress in energy development that not only enhances our economy but also promotes environmental sustainability, paving the way for a brighter future for all Louisianans,” said Speaker Phillip DeVillier.

"CPRA’s remarkable journey from infancy to adulthood exemplifies its unparalleled capacity for adaptation and growth. Witnessing its evolution, from conceptualization to tangible action, fills me with immense pride. As a participant in this transformative journey, I eagerly anticipate the continued progress and the invaluable contributions it will make to safeguarding our coastal communities and ecosystems for generations to come,” said Senator Bob Hensgens.

“As the sponsor of these bills, I am deeply invested in the comprehensive impact these pieces of legislation will have on Louisiana's energy and environmental landscape. Together, these bills are designed to promote regulatory efficiency, streamlining processes to foster innovation and investment in critical energy projects while maintaining environmental standards to promote greater stewardship of our coastal resources. By strategically navigating the delicate balance between economic prosperity and environmental conservation, we will continue guiding responsible resource extraction practices to safeguard our natural heritage. These bills reflect our commitment to fostering a robust energy sector while ensuring the long-term sustainability and resilience of Louisiana's ecosystems for future generations,” said Representative Bret Geymann.

“We are excited to be part of an effort aimed at improving coordination and efficiencies on energy and natural resource matters in Louisiana,” said the Louisiana Oil Spill Coordinators Office.

LANDRY: Crime Special Session is a Success

Louisiana will put the safety of our citizens and the victims of crime first, before the criminals!

Last year I promised the people of this state, if elected Governor, I would do everything within my power to improve the safety of our communities through legislative and executive action.

I can proudly say we have kept that promise.

Victims finally have a voice and will receive the justice our state promised them a long time ago; our law enforcement officers will be supported, and there will be truth and transparency in our criminal justice system.

The good citizens of Louisiana who work hard and play by the rules will be able to pump their gas without fear.

I appreciate the Legislators who worked hard to pass these bills, as well as the victims of crime who had the courage to share their stories.

MIGUEZ: Constitutional Carry a "Fundamental Right"

Sen. Blake Miguez had this to say after passage of his historic 2nd Amendment bill regarding carrying of firearms last week:

This past week marks a historic bi-partisan victory for the people of Louisiana as the House passed SB1, the “Constitutional Carry” bill with overwhelming support. Grateful to my colleagues in both chambers and across the aisle for backing this fundamental right. Eagerly awaiting Governor Jeff Landry's signature to officially make Louisiana the 28th state to embrace permitless carry. This is a testament to our commitment to the Second Amendment and the right of law-abiding citizens to protect themselves and their families without undue government interference.

Kennedy, Landry in Shreveport Times: We must return law and order to Louisiana

“Louisianans shouldn’t have to live in fear when pumping their gas, getting groceries or walking in their own neighborhoods.”

MADISONVILLE, La. – Sen. John Kennedy (R-La.) and Gov. Jeff Landry penned this op-ed in The Shreveport Times to explain how soft-on-crime policies have harmed Louisiana residents. Kennedy and Landry commended the state legislature for working to restore law and order in the state. This piece also appeared in The Daily Advertiser, Houma Today, The Daily Comet, The Town Talk, The News-Star, The Weekly Citizen and Daily World.

Key excerpts of the op-ed are below:

“Louisianans are some of the most hospitable, fun-loving people on earth, and they deserve to live in safe communities where their families can thrive. Yet in far too many parishes, rampant crime has left families too scared to pump their own gas or sit with their children on their front porches.

“This crime wave didn’t appear overnight. It was written into law. The Louisiana Justice Reinvestment Act, a legislative package former Gov. John Bel Edwards championed seven years ago, prioritized the comfort of violent criminals over the safety of Louisiana families. It shortened prison sentences, reduced penalties on repeat offenders and expanded parole options for suspected criminals—all while trying to paint criminals as ‘misunderstood.’

“Look where we are now: Louisiana has the second-highest homicide rate and three of the top 10 most dangerous cities in the country. Criminals steal one car every hour in some parts of our state. Unless we make the necessary changes, an estimated one out of every 14 Black men under age 35 in New Orleans will be murdered.

“As leaders, we cannot sit on our hands and allow failed policies to tear apart more Louisiana families. That is why the Louisiana Legislature’s Special Session on reducing crime was so important.”

. . .

“What you allow is what will continue. Under the Louisiana Justice Reinvestment Act, criminals in Louisiana knew they can destroy property, steal cars and shoot people without facing any serious consequences. And Louisianans live in fear because they knew these criminals wouldn’t face any consequences, too.”

. . .

“Louisianans shouldn’t have to live in fear when pumping their gas, getting groceries or walking in their own neighborhoods. This special session was the first step to taking back our streets and empowering our citizens.”

Governor Landry Issues Executive Order: Creates Task Force to Review Failures of the Sewerage and Water Board of New Orleans

Baton Rouge, LA- Today, Governor Jeff Landry signed an executive order that creates the Governor’s Task Force for the Sewerage and Water Board of New Orleans (SWBNO). The 14-member task force will review the billing process, the governing structure, and the management and organizational structure of SWBNO. During these reviews, the task force will determine if an opportunity for different governing structures or reorganization exists, and will work to maximize efficiency within SWBNO. EO Attached.

“Those who live in New Orleans are far too familiar with the frequent failures of the Sewerage and Water Board. Widespread flooding and drinking water violations have become second nature to folks in Orleans Parish. The current operating status of the Sewerage and Water Board is not acceptable,” said Governor Jeff Landry. “Through this executive order, we will determine ways to make the board run more efficiently and guarantee tax dollars are being put to proper use.”

The order can be found here.
